Digitalization Strategist

Bergs Municipality is now strengthening its digital capabilities and the structure of our various digital systems at a strategic level. We are looking for a digitalization strategist with high IT competence who wants to take a coordinating, driving, and inspiring responsibility for the municipality's digital maturity, development, and system structure. You will play a key role in transforming needs into smart solutions, leading development work, and contributing to a user-friendly, sustainable, and future-oriented Bergs Municipality.

The position is part of a three-year strategic investment in IT and digitalization. In close collaboration with our operations, you will play a key role in issues concerning future digital services, information management, and IT architecture.

Currently, there is a small group working on digitalization strategic issues, along with our IT unit. In this work, we have identified a need to develop and implement a digitalization strategy, as well as a plan for which IT systems we should continue to work with, which we should phase out, and which we lack, and above all, how our systems should interact with each other in an effective and secure manner. Your work will lay the foundation for a more coordinated, effective, and sustainable digitalization effort – focusing on benefits for residents, employees, and operations.

Responsibilities

In the role of IT and digitalization strategist, you will lead and coordinate the digitalization strategy at both a strategic and operational level; you will be the link to translate the operations' needs for digitalization and IT support into concrete projects and plans. Identify and find synergies with other systems, e-services, digital working methods, and processes with a focus on automation solutions.

You will be proactive in implementing a digital working method, as well as in the development and evaluation of this; during the project, it will need to be ensured that the systems are stable, meet the requirements for information security, and can develop in line with the development of the operations, as well as contribute to an information culture and system management together with the IT unit, digitalization group, and information security officer.

In the role, you will create consensus around the vision, benefit realization, and digital maturity, work towards increased digital working methods and enhanced change capability throughout the municipality, and represent the municipality in collaboration with other municipalities, regions, and authorities in the field of digitalization and innovation.

The position is placed in the staff department. In the staff department, you will also find the IT unit, security unit, communication function, finance unit, democratic support, and culture and leisure unit.

Qualifications

We are looking for someone with an academic degree that the employer deems relevant for the role, such as in computer science, informatics, political science, or public administration, or equivalent competence acquired through comparable work experience. You have experience in driving digitalization within the public sector and possess both knowledge of and practical experience in system management.

The role requires a very good understanding of business processes and change management, as well as good knowledge of regulations such as GDPR, NIS2, and digital accessibility. To succeed in the assignment, you also need to have a high communicative and pedagogical ability.

We would like you to have experience with various systems within the public sector and data-driven development. You should have led teams or coordinated work in complex/larger organizations focused on business development. You are used to navigating in the intersection between technology and operations and have the ability to communicate this, have knowledge of e-services, RPA, AI, or innovation management.

Bergs Municipality is a Sámi administrative municipality, and we therefore consider it an advantage if you have knowledge of the South Sámi language and culture.

A driver's license for a passenger car is a requirement as there may be travel involved in the position.
